While the Cold War was considered over in 1989 in both our timeline and this one, there was still a general feeling of competition between the United States and the Soviet Union for the two years that followed. With the continued existence of the Soviet Union, there is still a heavy focus on foreign policy by the United States, albeit one more of friendly competition and cooperation than of trying to overpower each other. When running for reelection, incumbent President George Bush manages to defeat Democrat Arkansas Governor Bill Clinton and independent Ross Perot narrowly.
